Why This Law Matters
Among the Eleven Laws of Dynamic Complexity, this law fundamentally changes where leaders look for solutions. Most leadership approaches train us to respond quickly whenever a problem becomes visible. If unemployment rises, we create employment programmes. If crime increases, we recruit more police officers. If sales decline, we strengthen marketing campaigns. If productivity falls, we introduce new performance management systems. The problem appears before us and our attention naturally remains focused on where the problem is visible.
That approach works well in simple systems where causes and effects occur close together in both time and space. Touch a hot stove and your hand burns immediately. Drop a glass and it shatters on the floor. Press the accelerator and the vehicle immediately begins moving faster. Throughout childhood we learn that causes and effects are closely linked. Consequently, we develop a mental model that assumes the world behaves in much the same way.
Unfortunately, complex systems do not.
The visible problem is rarely where the greatest leverage exists. By the time unemployment, food insecurity, illegal migration, declining profits or poor educational outcomes become visible, the structures producing them have often been operating quietly for many years and sometimes across completely different geographical locations. The symptom captures our attention because it is immediate and visible. The cause remains largely invisible because it is separated from the symptom by both distance and time.
This law therefore teaches one of the most important disciplines of systems leadership. Do not assume that the cause of a persistent problem is located where the problem appears. The greatest leverage usually lies much further upstream.
Understanding the Law
Peter Senge’s Seventh Law states:
Cause and effect are not closely related in time and space.
By effects, Peter refers to the visible symptoms that signal something is wrong. Drug abuse, unemployment, labour migration, food shortages, declining sales, falling profits and deteriorating public services are all effects. They are the conditions that attract public attention because they are visible, measurable and often urgent.
By cause, however, Peter does not mean the event immediately preceding the symptom. Rather, he refers to the interaction of the underlying system that continually produces the symptom. If that interaction can be understood and changed, the symptom itself begins disappearing because the structure responsible for generating it has been transformed.
The difficulty is that most of us unconsciously assume that causes should be found close to where the symptoms appear. If there is a problem on the manufacturing line, we search within manufacturing. If sales are declining, we focus on the sales department. If there is inadequate housing, we build more houses. If food production falls, we produce more food.
Systems thinking asks us to suspend that assumption.
Rather than asking, “Where is the problem?”, it encourages us to ask, “Where is the structure producing this problem?” Those two questions seldom lead us to the same place.
Peter Senge’s Demonstrations
Peter Senge explains that one of the greatest mismatches between reality and human thinking is our assumption that causes and effects occur close together. As children, we naturally learn from immediate feedback. Our toys behave predictably. If we push something, it moves. If we pull something apart, it separates. Cause and effect are immediate and visible.
As adults, we unconsciously continue applying that same mental model to organisations, governments and societies.
When production falls, we look within manufacturing. When sales decline, we introduce new incentives for sales staff. When housing shortages emerge, we build more houses. When food becomes scarce, we attempt to produce more food. These responses appear logical because they are located close to where the symptoms are visible.
Peter reminds us, however, that the Beer Game teaches a very different lesson. None of the players deliberately created the shortages and excess inventories experienced throughout the supply chain. The behaviour emerged because of the interaction of the system itself. Each participant believed the problem lay elsewhere—in suppliers, customers or neighbouring players—when, in reality, the causes were distributed throughout the structure of the entire system.
The first step towards systems thinking is therefore to abandon the comforting assumption that cause and effect are closely connected. Once we let go of that assumption, we begin searching beyond the obvious and discover that lasting improvement almost always requires changing structures rather than merely responding to symptoms.
The STRLDi Interpretation
We Were Warned
Most of us were taught this law long before we entered the workplace.
“Don’t go near the flames.”
If we ignored the warning, the consequences followed immediately. Hair was singed. Fingers were burnt. Sometimes the injuries were severe enough to make the evening news. We learned quickly because cause and effect occurred almost simultaneously. The fire was the cause. The burn was the effect. They occupied the same place and occurred at almost exactly the same time.
That lesson was correct.

Of course, that is still true.
Unfortunately, we unconsciously assumed that all problems behave in exactly the same way.
Years later, as managers, executives and public leaders, we continue believing that organisational problems should behave like fire. We expect their causes to be located close to where the symptoms appear. Consequently, we search near the visible problem because our experience has taught us that this is where solutions are normally found.
Complex systems quietly teach us something very different.
Looking Beyond the Symptom
Peter Senge reminds us that unemployment, labour migration, drug abuse, starvation, declining profits and falling sales are effects. They are signals that something within the underlying structure is producing undesirable behaviour. Responding directly to those effects may reduce the symptoms temporarily, but it does not necessarily alter the structure responsible for creating them.
This is where systems leadership begins departing from conventional management.
The systems thinker deliberately looks away from the symptom.
Instead, they begin travelling upstream, both in space and in time, searching for the interactions that have quietly produced the condition now demanding attention.
The further upstream those causes are discovered, the greater the opportunity for high-leverage intervention.
The Search for Leverage
STRLDi therefore interprets this law as follows:
Do not search for leverage near the symptom. Travel upstream through both time and space until you discover the structures generating the behaviour. The further upstream the cause lies, the greater the leverage available for producing lasting systemic improvement.
This principle initially feels counterintuitive because it challenges one of our deepest assumptions about problem solving. We naturally move towards the problem. Systems thinking encourages us to move away from it.
The objective is not to find a better response.
The objective is to discover a better place from which to intervene.
Story One: The Puddle on the Floor
Imagine arriving home one afternoon and discovering a puddle of water on your living-room floor. Naturally, you reach for a mop and bucket and clean it up. The immediate problem has disappeared, and you continue with your day.
A few hours later the puddle is back.

Looking upwards, you notice a wet patch on the ceiling directly above the puddle. Concluding that the ceiling must be leaking, you repair the damaged section. Once again, the problem appears solved.
The following day the leak returns.
This time you decide to look above the ceiling and discover that a water pipe running through the roof space has developed a leak. You repair the damaged section of pipe and congratulate yourself on finally solving the problem.
Several weeks later the ceiling is wet once again.
Now your curiosity begins replacing your frustration.
Rather than repairing the pipe for a second time, you begin tracing it further upstream until you discover that the water entering your property is carrying unusually high pressure from an adjoining system. The repeated pipe failures are not being caused by defective plumbing inside your house at all. They are being produced by conditions originating elsewhere.
Notice what has happened.
Each solution became progressively more effective as you travelled further upstream.
Cleaning the floor addressed the symptom.
Repairing the ceiling addressed a consequence.
Repairing the pipe addressed a nearer cause.
Understanding why the pipe kept failing moved you closer to the structure producing the problem.
The further upstream you travelled, the greater the leverage became.
A National Example: Labour Migration
The same principle applies at the national level.
Suppose Botswana experiences persistent illegal migration across its borders. The immediate response may be to increase police patrols, conduct regular enforcement operations, detain undocumented migrants and transport them back across the border. These interventions may temporarily reduce the number of undocumented migrants within the country and therefore appear successful.
Several months later, however, the same problem returns.
More police operations are organised.
More buses are hired.
More people are repatriated.
The cycle repeats itself.
Systems thinking asks a different question.
Why do people continue returning?
The answer may not lie primarily at the border.
It may lie in regional economic disparities, employment opportunities, investment patterns, industrial development, wage differentials and the unequal distribution of productive capacity across neighbouring countries. As long as one economy continually generates opportunities that another economy cannot provide, migration pressure will remain.
Of course, creating generative conversations between neighbouring nations about regional economic development is far more difficult than organising another police operation. Yet it is precisely within those difficult conversations that the highest leverage may lie.
When neighbouring countries create employment, strengthen productive industries and expand markets together, migration increasingly becomes a matter of opportunity rather than necessity. The structure producing persistent migration gradually begins changing because its causes have been addressed upstream rather than repeatedly managed at the border.
Story Two: The Gabungie
Rick Ross illustrates the same principle through the story of Dave, a manufacturing foreman, and Sarah, a systems thinker.
During a routine inspection they discover a pool of oil on the factory floor. Dave immediately instructs a member of the maintenance team to clean it up before someone slips.
Sarah quietly asks,
“Why is there oil on the floor?”
The answer is simple.
“The gabungie is leaking.”
They repair the gabungie.
Sarah asks again,
“Why is the gabungie leaking?”
“The gaskets are defective.”
The defective gaskets are replaced.
Sarah continues.
“Why are the gaskets defective?”
After further investigation they discover that the purchasing department had introduced a policy encouraging staff to purchase the lowest-priced components available. The leaking gabungie, the defective gaskets and the pool of oil on the floor were merely visible consequences of a purchasing policy implemented years earlier.
The policy was almost certainly producing many other quality problems throughout the organisation that appeared completely unrelated in either time or space.
That is where the leverage lay.
The Leadership Lesson
Traditional managers begin where the problem is visible.
Systems leaders begin where the structure begins.
Traditional managers ask, “How do we solve this problem?”
Systems leaders ask, “What has been quietly producing this problem all along?”
The difference between those two questions often determines whether leadership merely manages recurring symptoms or creates lasting systemic change.
The Seventh Law therefore teaches us to resist the temptation of obvious answers. The visible problem is rarely the beginning of the story. More often than not, it is the final chapter of a much longer causal sequence that has been unfolding quietly through both time and space. Only by travelling upstream can leaders discover where meaningful leverage truly exists.
